The Alliance operates under the auspices of the Congress of Local and Regional Authorities of the Council of Europe.

The term “Roma and Travellers” is used at the Council of Europe to encompass the wide diversity of the groups covered by the work of the Council of Europe in this field including Roma, Sinti/Manush, Calé, Kaale, Romanichals, Boyash/Rudari, Balkan Egyptians (Egyptians and Ashkali), Eastern groups (Dom, Lom and Abdal), groups such as Travellers, Yenish, and the populations designated under the administrative term “Gens du voyage”, as well as persons who identify themselves as Gypsies.

The European Commission has prepared an interactive map of over 600 entries of regions, cities and municipalities that are committed to actively work towards ensuring the inclusion of Roma citizens and have joined initiatives to support them in reaching this goal. Besides the Alliance, which at the moment has 114 cities and regions, the Open Society Foundation’s Mayors Making the Most of EU Funds for Roma Inclusion Network (MERI), the EUROCITIES Roma Inclusion Task Force, the Council of Europe’s Roma Mediator Training Programme (ROMED), the Mayors for Roma Inclusion Forum (an initiative of the International Visegrad Fund) and Urbact Roma-Net Project are involved.
