The "Alliance" fights discrimination against Roma at the local and regional levels, promotes their inclusion and raises awareness of these communities among local and regional authorities.

The Alliance operates under the auspices of the Congress of Local and Regional Authorities of the Council of Europe.

The term “Roma and Travellers” is used at the Council of Europe to encompass the wide diversity of the groups covered by the work of the Council of Europe in this field including Roma, Sinti/Manush, Calé, Kaale, Romanichals, Boyash/Rudari, Balkan Egyptians (Egyptians and Ashkali), Eastern groups (Dom, Lom and Abdal), groups such as Travellers, Yenish, and the populations designated under the administrative term “Gens du voyage”, as well as persons who identify themselves as Gypsies.

Extension of the deadline for applications

Due to requests of several municipalities the application deadline for the 6th DOSTA! Congress Prize has been extended until the 21st of July. Local and regional authorities are invited to apply for the 10 year anniversary of the DOSTA! Congress Prize!

Later this year, in October, the Dosta!Congress Prize will be awarded the 6th time. "Dosta!" means "enough" in the dialect of Romani that is widely used in the Balkans, where the Dosta! Campaign was launched. It signals to end discrimination and exclusion of Roma and Travellers in Europe. The Prize is a joint project between the Congress of Local and Regional Authorities of the Council of Europe and the Dosta!-Campaign. The Prize is awarded to municipalities that have achieved especially outstanding results concerning Roma Inclusion. Policies that are innovative and impactful have been chosen in the past. The international high-level jury is composed of representatives of the Council of Europe and the European Roma Travellers Forum. The application is open until the 28th of June.

Past Winners

The prize has been given to municipalities every two years since 2007. Winners include Ghent (Belgium), Obrnice (Czech Republic), Jyväskylä (Finland) exaequo with Surcin (Belgrade, Serbia), Mostar (Bosnia and Herzegovina) exaequo with Prijedor (Bosnia and Herzegovina) and Banja Luka (Bosnia and Herzegovina). The projects that won in the past where focused on different issues such as education, housing, health and the fight against anti-Gypsyism.

Outlook

The Dosta!Congress Prize will continue to be an important prize acknowledging the work of local and regional authorities concerning Roma Inclusion. We urge all municipalities who fulfil the criteria to apply with a project that was implemented in the past two years. The first three municipalities will be invited to Strasbourg to receive their respective prizes at the 33rd Session (18-20 October) of the Congress of Local and Regional Authorities of the Council of Europe.
