The "Alliance" fights discrimination against Roma at the local and regional levels, promotes their inclusion and raises awareness of these communities among local and regional authorities.

The Alliance operates under the auspices of the Congress of Local and Regional Authorities of the Council of Europe.

The term “Roma and Travellers” is used at the Council of Europe to encompass the wide diversity of the groups covered by the work of the Council of Europe in this field including Roma, Sinti/Manush, Calé, Kaale, Romanichals, Boyash/Rudari, Balkan Egyptians (Egyptians and Ashkali), Eastern groups (Dom, Lom and Abdal), groups such as Travellers, Yenish, and the populations designated under the administrative term “Gens du voyage”, as well as persons who identify themselves as Gypsies.

The municipality of Tivat is the 127th participant of the Alliance

While the municipality of Tivat has just 14.111 inhabitants, nearly 400 of them are Roma or Egyptians. The Local Action Plan, created 2011 in cooperation with the Association of Egyptians and the NGO ‘CSO Young Roma’, shows Tivat’s motivation to tackle the exclusion of Roma from multiple perspectives.

Tivat successfully established relations and collaborations with different local NGOs and national authorities. A Memorandum of Understanding has been signed between Tivat, the municipality of Kotor and UNICEF for the common goal to work on improving life conditions of Roma and Egyptians in their respective areas. For example, the project “Education for a Better Future” is focusing on Roma children to increase the enrolment in pre-schools, trying to improve school dropout rates and student performance.

Furthermore Tivat adopted a comprehensive approach for the inclusion of minorities, covering legal, political, economic, social, educational and health aspects. One of the outcomes was the establishment of an institutionalised political participation of the Association of Egyptians in the municipal assembly.

The Alliance welcomes the municipality of Tivat and hopes that it can benefit from this network.
