The "Alliance" fights discrimination against Roma at the local and regional levels, promotes their inclusion and raises awareness of these communities among local and regional authorities.

The Alliance operates under the auspices of the Congress of Local and Regional Authorities of the Council of Europe.

The term “Roma and Travellers” is used at the Council of Europe to encompass the wide diversity of the groups covered by the work of the Council of Europe in this field including Roma, Sinti/Manush, Calé, Kaale, Romanichals, Boyash/Rudari, Balkan Egyptians (Egyptians and Ashkali), Eastern groups (Dom, Lom and Abdal), groups such as Travellers, Yenish, and the populations designated under the administrative term “Gens du voyage”, as well as persons who identify themselves as Gypsies.

Call for Proposals in ROMACT Programme

New programme element offers support to municipalities in the field of intercultural mediation and working visits

The ROMACT Programme is a joint initiative of the Council of Europe and the European Commission to promote the integration of Roma at local level.

This call concerns a new component of the ROMACT programme which aims at assisting local authorities in better integrating marginalised people, in particular non-nationals of Roma ethnicity. This component supports capacity building and transnational cooperation activities.

This Call for proposals encompasses a range of options to allow applicants to devise an approach tailored to address their needs, within the scope of capacity-building and transnational cooperation. Possible actions are

  • training of local authority staff in transcultural mediation
  • training of transcultural mediators to be employed by the authority
  • transnational working visits between local authorities.

Deadline: Deadline for applications is 29 April 2016 at 17:00 CET.
Municipalities are encouraged to indicate their interest even if they cannot satisfy the deadline - in all likelyhood, a new call will be launched later in 2016.
